STRENGTHENING INTELLIGENCE: OZIOMACHI INTRODUCES ABSIGSE BILL 2026 TO BOOST STATEWIDE SECURITY.


Hon. Ibekwe Nnamdi Chimdi (Oziomachi), Member for Bende North in the Abia State House of Assembly, has introduced H.A.B. 8 — the Abia State Intelligence Gathering and Security Enhancement (ABSIGSE) Bill, 2026 — which successfully passed its First Reading.


The proposed legislation seeks to establish a comprehensive intelligence‑gathering framework to support security agencies across Abia State in preventing crime and responding swiftly to emerging threats. If enacted, ABSIGSE will facilitate early detection of suspicious activity within communities, enabling authorities to intervene before incidents escalate.


A key aim of the Bill is to strengthen surveillance capacity, with particular emphasis on rural communities and forested areas that are often difficult to monitor. It proposes structured channels for reporting suspicious movements to the relevant security agencies, thereby improving the speed and effectiveness of responses.


ABSIGSE also prioritises community engagement by creating secure mechanisms through which citizens can share information. Protections for anonymity and confidentiality are built into the proposal to encourage public participation in crime detection without fear of reprisal.


Recognising the central role of technology in modern policing, the Bill provides for the deployment of innovation and intelligence‑driven strategies to enhance data analysis and operational coordination. These measures are intended to create a more proactive, data‑informed security architecture across both urban and rural localities.


Ultimately, the ABSIGSE Bill 2026 aims to establish a coordinated intelligence network that will strengthen efforts to protect lives and property throughout Abia State.
